In September 1993, the Department of Defense
(DOD), as part of the overall National Performance Review, was tasked
with reengineering its Temporary Duty (TDY) travel system. In response,
it created the DOD Travel Reengineering Task Force (TRTF).
In January 1995, the TRTF reported the existing travel system fragmented,
inefficient to administer, and occasionally an impediment to mission
accomplishment. They recommended designing a new travel system.
As a result of the TRTF's recommendation, DTS was created. DTS incorporates
many of the TRTF's suggestions for improvement, some of which are:
