Groups exist in DTS primarily to facilitate
compliance with the Privacy Act. Creating groups and assigning group
access ensures that only authorized NDEAs, help desk personnel and
administrators have access to the documents generated by travelers
in one particular group.
DTAs with permission level 5 have the ability to create and maintain
group data for the organizations within their org access hierarchy.
