Letters of Offer and Acceptance are the authorized
documents used by the US Government to offer to sell defense articles
and defense services to a foreign country or international organization.
Letters of Offer and Acceptance, accepted by Foreign Military Sales
(FMS) customers, must be under full accounting control.
Disbursements from FMS funds can only be made after obtaining Expenditure
Authority (EA) from DFAS-ADY/DE. Expenditure authority provides
the assurance that the approved cash expenditure does not exceed
FMS customer cash balances. Once EA is requested and obtained, the
cash necessary to disburse funds for that particular EA are set
aside and cannot be used for any other purpose. |
